There is a difference between a good methodology and a bad methodology. A good methodology is a basic approach one takes to getting a job done and requires a tailored plan (specific to the work at hand) and a body of skills necessary to effect the plan. A bad methodology attempts to centralize thinking (methodology makes the decisions) and promotes the position that people aren't smart enough to think their way through their work.
